SOUTH HADLEY — Planning Board deadlocked on College Street rezoning request. The South Hadley Planning Board held a public hearing September 28 on a petition to rezone 129 College Street from Residential A-1 to Business B but declined to make a formal recommendation after three consecutive votes failed to achieve consensus. Applicant Priscilla Ryan sought to align the 3.4-acre parcel's zoning with its long-standing professional office use; Director Anne Capra noted that a related bylaw amendment allowing special permits to transfer to new owners will be considered in October.
