South Hadley Planning Board voted unanimously to recommend to Town Meeting a zoning bylaw amendment allowing Special Permits to transfer between owners. Director Anne Capra explained that the current bylaw's non-transferability requirement forces property or business purchasers to apply for entirely new Special Permits even when use and conditions remain unchanged. The proposed amendment would allow transfers subject to prior approval from the Special Permit Granting Authority, with existing conditions preserved.
Clerk Brad Hutchison raised procedural questions and resident Martha Terry voiced support, saying the amendment would enable businesses to change ownership and continue operations without interruption.
