SOUTH HADLEY — Affordable Housing Trust establishes quorum and voting rules after attorney review. The Trust unanimously agreed a majority of members present will constitute quorum and majority vote of those present will pass measures, following Town Attorney Lisa Mead's edits to the Declaration of Trust. South Hadley currently has 426 affordable units--just 245 deed-restricted--and needs 312 more to reach the state's 10 percent safe harbor threshold.
Planning Director Anne Capra will develop outreach to regional partners and developers; the Trust has two months to decide on a Town Meeting funding request.
